to the kind of society in which people in the United Kingdom, and a very considerable proportion of the world at large, live. Advertising is indispensable as a means of communicating with others, of telling them about the goods and services that are provided, and of which most of them would never get to hear at all if it were not for advertising. And advertising is extremely helpful to promote a rising standard of living.

In talking about advertising, one should not think only in terms of a commercial on television, or an advertisement in the newspapers or periodicals. In its widest sense, advertising includes a host of other activities such as packaging, shop displays and—in the sense of communication—even the spoken word of the salesman. After ail, the resources of advertising are to be found in the market place.

For many years it was considered that it was enough to produce goods and supply services. It is only more recently that it has become increasingly understood that the manufacture of goods is a waste of resources unless those goods can be sold at a fair price within a reasonable time span. In the competitive society in which we live, it is important that we go out and sell what we have, and advertising plays an important role in this aspect, whether selling at home or in export markets.

About two percent of the UK gross national product is relied on advertising. But it must not be thought that this advertising tries to sell goods to consumers who do not want them. Certainly, advertising does try to attract the interest of the potential consumer, but if the article when purchased dries not match up to the standards that the advertising suggests that it will, it is obviously exceedingly unlikely that the article will sell well.

Although groups often may increase the motivation of their members to deal with problems, there is a counterbalancing need to contend with conflicts arising among members of a group-and to give it coherent directions. Theoretically these unrestricted suggestions increase the probability that at least some superior solutions will emerge. Nevertheless, studies show that when individuals work alone under similar conditions, performance tends to proceed more efficiently than it does in groups.

Under special circumstances, however, a group may solve problems more effectively than does a reason ably competent individual. Group members may contribute different (and essential) resources to a solution that no individual can readily achieve alone; such pooling of information and skills can make group achievements superior in dealing with selected problems. Sometimes social demands may require group agreement on a single alternative, as in formulating national economic or military policies under democratic governments. When only one among several alternative solutions is correct, even if a group requires more time, it has a higher probability of identifying the right one than does an individual alone.

The Supreme Court's recent decision allowing regional interstate banks has done away with
one restriction in America's banking operation, although many others still remain. Although the ruling does not apply to very large money-center banks, it is a move in a liberalizing direction that could at last push Congress into framing a sensible legal and regulatory system that allows banks to plan their future beyond the next court case.

The restrictive laws that the courts are interpreting are mainly a legacy of the bank failures of the 1930's. The current high rate of bank failure—higher than at any time since the Great Depression—has made legislators afraid to remove the restrictions. While their legislative timidity is understandable, it is also mistaken. One reason so many American banks are getting into trouble is precisely that the old restrictions make it hard for them to build a domestic base large and strong enough to support their activities in today's telecommunicating round-the-clock, around-the-world financial markets. In trying to escape from this restrictions, banks are taking enormous, and what should be unnecessary, risks. For example, would a large bank be buying small, failed savings banks at inflated prices if federal laws and states regulations permitted that bank to explain instead through the acquisition of financially healthy banks in the region? Of course not. The solution is clear. American banks will be sounder when they are not geographically limited. The house of Representative's banking committee has shown part of the way forward by recommending common-sense, though limited, legislation for a five-year transition to nationwide banking. This would give regional banks time to group together to form. counterweights to the big money-center banks. Without this breathing space the big money-center banks might soon extend across the country to develop. But any such legislation should be regarded as only a way station on the road towards a complete examination of America's suitable banking legislation.

Personal interviewing is most effective when all the people to be interviewed are located
in a relatively small geographical area. Otherwise, the time and expense spent in travelling from one person to another makes this type of interviewing economically impractical. Personal interviewing is usually used when the information needed is too complex to be gathered by another technique. Migration is usually defined as "permanent or semi-permanent change of residence". However
, our concern is with movement between nations, not with internal migration within nations, although such movements often exceed international movements in volume. Today, the motives of people who move short distances are very similar to those of international migrants.

Students of human migration speak of "push" and "pull" factors, which influence an individual's decision to move from one place to another. Push factors are associated with the place of origin. A push factor can be as simple and mild a matter as difficulty in finding a suitable job, or as traumatic as war, or severe famine. Obviously, refugees who leave their homes with guns pointed at their heads are motivated almost entirely by push factors (although pull factors do influence their choice of destination).

Pull factors are those associated with the place of destination. Most often these are economic, such as better job opportunities or the availability of good land to farm. In general, pull factors add up to an apparently better chance for a good life and material well-being than is offered by the place of origin. When there is a choice between several attractive potential destinations, the deciding factor might be a non-economic consideration such as the presence of relatives, friends, or at least fellow countrymen already established in the new place who are willing to help the newcomers settle in.

Besides push and pull factors, there are what the sociologists call "intervening obstacles." Even if push and (or) pull factors are very strong they still may be outweighed by intervening obstacles, such as the distance of the move, the trouble and cost of moving, the difficulty of entering the new country, and the problems likely to be encountered on arrival. The decision to move is also influenced by "personal factors" of the potential migrant. The prospect of packing up everything and moving to a new and perhaps very strange environment may appear interesting and challenging to an unmarried young man and appallingly difficult to a slightly older man with a wife and small kids. Similarly, the need to learn a new language and customs may excite one person and frighten another. Regardless of why people move, migration of large numbers of people causes conflict. The United States and other western countries have experienced adjustment problems with each new wave of immigrants. I can’t believe you did that. I really liked you,” she sobbed.
