Some years ago the captain of a ship was very interested in medicine. He always took medic

ine books to sea and liked to talk about different diseases.

One day a lazy sailor on his ship pretended to be ill. He lay on his bunk(铺) and groaned as if he were very sick. The captain came to see him and was very pleased to have a patient to look after. He told the man to rest for a few days and made the other sailors do his work. Three days later another sailor pretended that he had something wrong with his chest. Once more the captain looked in his medical books and told the "sick" man to have a rest.

The other sailors were very angry because they had more work to do. The patients had the best food and laughed at their friends when the captain was not looking. At last the mate (船长副手) decided to cure the "sick" men. He mixed up some soap, soot(烟灰) , glue(胶水) and other unpleasant things. Then he obtained permission from the captain to give his medicine to the "sick" men. When they tasted the medicine, they really did feel ill. It was so horrible that one of the patients jumped out of his bunk, ran up on deck and climbed the highest place on the ship. He did not want any more medicine.

The mate told both of the men that they must take the medicine every half an hour, night and day. This soon cured them. They both said they felt better and wanted to start work again. The captain realized that the men tried to deceive him so he made them work very hard for the rest of the voyage.

The first sailor pretended to be ill because he wanted to______.

A.test the captain's knowledge of medicine

B.be free from work

C.have the best food on the ship

D.play a joke on his friends

完成下列各题 B Light travels at a speed which is about a million
times faster than the speed of sound. In one second, light travels about 300,000km.But sound travels only 344m.You can get some idea of this difference by watching the start of a race.If you stand some distance away from the starter, you can see smoke comes from his gun before the sound reaches your ears. This great speed of light gives US some strange facts.Sunlight takes about 8 minutes to reach US.If you look at the light of the moon tonight, remember that the light left the moon 1.3 seconds before it reached you.The nearest star is so far away that the light which you can see from it t0—night started to travel towards you four years ago at a speed of nearly 2 million km per minute. In some case, the light from one of tonight’s stars started on its journey to you before you were born. Thus,if you want to be honest, you cant say“The stars are shining to night”?You have to say“The stars look pretty. They were shining four years ago but their light has just reached Earth”. Sunlight seems to________than the light of the moon.

A.be less powerfull

We have no idea about when men first began to use salt, but we do know that it has been us
ed in many different ways throughout the history.

For example, it is recorded in many history books the people who lived over three thousand years ago ate salted fish. Thousands of years ago in Egypt, salt was used to preserve the dead.

In some periods of history, a person who stole salt was thought to have broken the law. Take the eighteenth century for an example, if a person was caught stealing salt, he would be thrown into prison. History also records that only in England about ten thousand people were put into prison during that century for stealing salt! About one hundred and fifty years ago, in the year 1553, if a man took more than his share of salt, he would be thought to have broken the law and would be seriously punished. The offender' s ear was cut off.

Salt was an important item on the dinner table of a king. It was always placed in front of the king when he sat down to eat. Important guests at the king' s table were seated near the salt. Less important guests were given seats farther away from it.

Thousands of years ago in Egypt, salt was used ______.

A.to punish people who had broken the law

B.to keep dead bodies from decay

C.to keep fish alive

D.to make chemicals

Years ago our cities were full of cars, buses and trucks. Now the streets are completely c
ongested (拥挤的) and it is very difficult to drive a car along them. Drivers must stop at hundreds of traffic lights. What are our cities going to be like in ten or twenty years? Will enormous (巨大的) motorways be built across them? With big motorways cutting across them, full of noisy, dirty cars and lorries, our cities are going to be awful places. How can we solve the problem?

There are some good ideas to reduce the use of private cars. In 1989, for example, the authorities in Rome began an interesting experiment: passengers on the city buses did not have to pay for their tickets.

In Stockholm there was another experiment: people paid very little for a season ticket to travel on any bus, trolley bus, train or tram in all the city.

In many cities now some streets are closed to vehicles, and pedestrians are safe there.

In London there is another experiment: part of the street is for buses only, so the buses can travel fast. There are no cars or taxies in front of them.

What the writer worries about in a big city is ______.

A.the number of traffic lights

B.the shortage of buses

C.the lack of motorways

D.the traffic congestion

Many theories about the origin of the ocean have been proposed by scientists. The most wid
ely accepted one is that the earth at some time in its very early history became hot enough to melt the materials from which it was formed. While in this molten state, lighter rock-forming materials (造岩材料) floated on the surface of the heavier ones. Then, between four and a half four billion (十亿) years ago, the molten earth cooled sufficiently to form. a crust of rock that was many miles thick.

Surrounding the earth was an unbroken canopy of clouds miles thick and made up mostly of water vapor. Rain falling toward the still-hot earth was heated to steam and rose to the clouds again. After many millions of years, as the earth continued to cool, its surface temperature fell below the boiling point of water. Rainwater could now remain on the earth, covering its whole surface except for the higher places on earth that had been formed from the lighter rock materials.

In 1970, scientists had pieced together evidence that the lighter rock materials had formed one huge continent by a vast ocean. Then, about 200 million years ago, the great continent began to break up, the pieces moving slowly apart.

The onrushing waters of the single huge ocean now entered and filled the spaces between the separating continents--and became the several oceans and seas we know today.

This passage mainly talks about ______.

A.the origin of the earth

B.the origin of the ocean

C.the history of the earth

D.the forming of the earth's crust

The largest shark known to us, Megalodon, is extinct. Or is it? Carcharodon Megalodon, com
monly known as Megalodon, is believed to have lived between I million and 5 million years ago and thought to have been 52 feet long. It is (or was) a shark that had a jaw 7 or more feet wide. Fairly recently, there has been some speculation about whether it is extinct or just out of reach. But few people believe that Megalodon has found a home deep in the ocean.

There are many known "Living Fossils": Coelacanth, Sea Cucumbers, Sea Urchins, Lobsters, Sea Stars. The common ones like lobsters and sea urchins are not really looked on as anything amazing. They've been around for thousands of years or more, and axe easily accessible to us. What if they weren't accessible and yet still existed? We would label them extinct. The discovery of a live Coelacanth, a fish long believed extinct, challenged some scientists' long-held beliefs on extinction. There have been recent discoveries Of incredibly large squid, and deep-sea fish never before seen by scientists.

In the 1960s the U.S. Navy set up underwater microphones around the world to track Soviet submarines. The network, known as the Sound Surveillance System, still lies deep below the ocean's surface in a layer of water known as the "deep sound channel'. The temperature and pressure of the channel allow sound waves to travel undisturbed. NOAA's Acoustic Monitoring Project has been using the Sound Surveillance System to listen for changes in ocean structure like ocean currents or volcanic activity. Most of the sounds recorded are common and of no concern. One sound, identified in 1977 by U.S. Navy "spy" sensors, was odd. It was obviously a marine animal but the call was more powerful than any of the calls made by any other reported sea creature. It was too big for a whale. Could it be a deep-sea monster? One possibility was a giant squid, but no one is sure. It was named "Bloop". Could it be Megalodon? If Megalodon is still alive down in the bottom of the ocean, we may some day soon discover it. Then what? Deep sea diving will never be the same, that's for sure!

The following is commonly known EXCEPT ________.

A.Megalodon, the largest shark, is extinct

B.Megalodon is not extinct but just out of reach

C.Megalodon was 52 feet long and had a jaw 7 or more feet wide

D.Megalodnn lived between several million years ago

Lesting Regional Authority (LRA) is responsible for the provision of a wide range of servi

Lesting Regional Authority (LRA) is responsible for the provision of a wide range of services in the Lesting region, which is based in the south of the country ‘Alaia’. These services include, amongst other things, responsibility for residents’ welfare, schools, housing, hospitals, roads and waste management.

Over recent months the Lesting region experienced the hottest temperatures on record, resulting in several forest fires, which caused damage to several schools and some local roads. Unfortunately, these hot temperatures were then followed by flooding, which left a number of residents without homes and saw higher than usual numbers of admissions to hospitals due to the outbreak of disease. These hospitals were full and some patients were treated in tents. Residents have been complaining for some years that a new hospital is needed in the area.

Prior to these events, the LRA was proudly leading the way in a new approach to waste management, with the introduction of its new ‘Waste Recycling Scheme.’ Two years ago, it began phase 1 of the scheme and half of its residents were issued with different coloured waste bins for different types of waste. The final phase was due to begin in one month’s time. The cost of providing the new waste bins is significant but LRA’s focus has always been on the long-term savings both to the environment and in terms of reduced waste disposal costs.

The LRA is about to begin preparing its budget for the coming financial year, which starts in one month’s time. Over recent years, zero-based budgeting (ZBB) has been introduced at a number of regional authorities in Alaia and, given the demand on resources which LRA faces this year, it is considering whether now would be a good time to introduce it.

Required:

(a) Describe the main steps involved in preparing a zero-based budget. (3 marks)

(b) Discuss the problems which the Lesting Regional Authority (LRA) may encounter if it decides to introduce and use ZBB to prepare its budget for the coming financial year. (9 marks)

(c) Outline THREE potential benefits of introducing zero-based budgeting at the LRA. (3 marks)
